In her own words, Ms. Fischer talks about the upgrades that were made to Rosemont Square in Randolph, Mass., a working-class suburb just south of Boston. Many of the actions taken at Rosemont Square are design principles that many apartment communities in the Tampa Bay area could use to their benefit.
